First Age during the Early Councils, after the liberation of DH from their nomad overlords but before the withdrawal from the Council of the trolls, dragonewts, and Heortlings. This gives about a 50 year period to which to find your target.
In the Second Age, one of the DH emperors wandered off into EWF ala Gilgamesh, came back as a full Dragon, and retook his throne, joining DH into EWF. Since the EWF was largely Heortling (by populace, at least), a supporter of the Dragon Sun emperor would also meet your requirements. Again, though, just a short window of time.
Finally, in Prehistory, surely *someone* supported Rebellious Terminus when he killed Emperor Muz***harm (however it is spelled), and caused Yelm to split apart. While most Dara Happans would consider such persons to be traitors, some long hidden group might remember him fondly.
In none of these cases would usual Dara Happans look fondly on the proposed guardian. OTOH, perhaps he is being "paroled" from Hell because of Danfive Xaron intervention, post-death conversion by the Goddess Herself, whatever excuse you want. I do not think that an orthodox Yelmist would accept such, but a Lunarized one might.
