I can't help feeling the whole approach of trying to use DP/NG counters as a source of stats is a waste of effort. The counters represent units (even the character ones) with their combat values in the context of a military campaign. The values are in the range 1 to 7 with the exception of superheros at 20 and dragons with an entirely separate combat system. I can't see how that information is useful in the context of a game which concentrates on individual conflicts which may not be military ones. The Red Emperor's 4 combat value is more likely to represent several masteries in "lead army" then any individual combat ability. Just as King Broyan's best ability is "Inspire Orlanthi". Of course in his current incarnation the Red Emperor's best ability is probably "Enjoy Party" possibly at Superhero level.
