It extends to Heroes as Alakoring (according to KoS in which he kills a proto-Red Emperor and realizes the Compromise has been broken).
Just as Humans can not see the God and Spirit Planes very well, the Gods have similar problems when looking at the mortal world. When someone offends the Gods, their wrath falls upon his community and only through the intervention of a priest or god talker can the offender be punished with the agents of reprisals.
So other plane residents will not understand the mundane world very well. Orlanth remembers his worshippers because Orlanth is in his worshippers. But he will view people that do not worship him as agents of their gods rather than individuals.
