But Thed and Ragnaglar do come from the theist otherworld, and according to the Theyalans at least they are full-up gods, or at least were, and one of them is even a sibling of Orlanth himself.

I would imagine that some gods are 'more chaotic' than others - or perhaps the process of corruption is more far-gone in some than others. Some are so far gone that the forms of worship as theists and animists are familiar with don't make sense for them, but others may still be recognisable. Thed is still the ancestral deity of the Broo and likewise Bagog for The Folk, so I'd expect at least some of their shamanistic practices, in their oldest communities to be recognisable as animism.

Which isn't at all similar at any level to the way that Orlanthi become part of Orlanth's winds at all - no, not even slightly :)
