Actually, the Eberron book was intended for players *AND* GMs (it had, character creation information, for example). My complaint was that information that was clearly for the GM should have been marked as such, either in a separate chapter (which is what Issaries did in having separate "Player Resources" and "Narrator Resources" chapters/sections), or in a call-out box (or in under a header) indicating it is for GMs only. The information about the NPC being a vampire was buried in a paragraph that a player could have read without intending to be reading information intended for the GM only.
