The point was made that if a vampire's bite inevitably led to vampirism it effectivly took away the player's character in a single incident. By making the bite the first stage of a decline into full vampirism it introduces choices - what price is the character going to pay to get healing? where do they find it? what does it involve? And all the time resisting the lure of eternal "life".
I'd agree that a full vampire can only be "healed" by Humakt but MGF says there should be a lot of plot between being bitten and and becoming a vampire.
