There is a quote "The Hero Wars are between Cosmos and Chaos" on the Glorantha website or in HeroQuest (or possibily was in Hero Wars - old age, fading memory :-) ).

Let me note that I do not believe that I understand transcendance (whether Gloranthan or not) - but I know enough about it to manipulate it as a symbol. For me, it is kind of like mathematics: I do not understand infinity. I can attempt to understand countably infinite but I know I cannot even approach uncountably infinite. And yet, I am still able to do some symbolic manipulation of either.

Having said all of that, I see no reason why a chaotic could not transcend. I suspect that transcendance necessarily means coming to some accomodation with both Cosmos and with Chaos - either equally rejecting both or learning to encompass both.
