I certainly think that it makes most sense for completed articles of the kind under discussion to be submitted to Issaries for inclusion on Glorantha website, but I can also see the need for a certain amount of review and collaboration prior to submission.
As an alternative to the Forge or a Wiki, we might consider setting up a blog. If you have a look at http://www.blogger.com, for example, you'll see that it's possible to designate 'team members' for a blog, which would allow for articles to be 'owned' by the original author. See the help section on this for more information (http://help.blogger.com/bin/topic.py?topic=20). Members of the blog can post articles and edit or delete their own previous submissions; other people can comment on the articles. Once complete, articles can be submitted to Issaries and removed from the blog, with the text replaced by a link to the finished article.
I think that a site of this nature could reasonably be covered by the Issaries Informal Licence for fan material. The only way that we might run into problems is if we transgress the "Article Gathering Prohibited" rule, as explained here:

As long as we remove finished and submitted articles as I suggested above, however, I can't see this being an insurmountable problem. Having a single person with administrative responsibility for the blog would also help to avoid or resolve any issues that may arise. Just as our worthy moderator helps to keep us on the straight and narrow in this forum, so the blog owner would have control over membership and could police the content to make sure that everything is above board.
If this sounds like a good idea, then I'd be happy to set up a blog along these lines, so that people can have a bit of hands-on experience.
