These are full Otherworld HQ. It is done by going to the Hero Plane and observing what your god did the first time that he used it, and then doing it yourself.

It is not somethig that he does, but something that he IS. Sure, he learns the
story of how it was done, and he may learn some gesture or prayer to do
it, but
the main thing is to do it in the Otherworld.

Over simplification. Remember that the list of feats given there are not ocmplete. They are only samples. Default samples, sure. But each subcult has many Feats.

Yes, separately. They don't et them as agift (except in Character Generation.) They spend a lot of time observing their deity and learning these magics.

Feats can not be given like gifts. They have to be learned. The children would have gone to the Otherworld and Underworld and quested for them. The significent thing was that they spent a LOT of dangerous time in their questing, and returned to the Everythign World in wha appeared to be a short time.
