I think that you first need to decide how much of a rules artifact feats are in your Glorantha. To my mind, feats are not spells that people learn. They're abilities that come from identification with your God. I don't think Gloranthans go on heroquests with the idea that they're going to learn Sunset Leap or Sword Help or whatever. I think that they quest to experience myths, the better to imitate their god in the mundane world. So any quest that improves a person's understanding could add feats to the character sheet, but I'd expect practice and worship quests to be the normal means to do so.
I also think that feat usage is less spell-like, and more akin to prayers or emulation. So a character might pray to Humakt to guide his sword (an augment using Sword Help) or leap like Orlanth across a chasm (direct use of Sunset Leap).
Finally, disciples are by definition the living embodiment of their god, so can't really be said to be learning more about them. Hence there is no need to learn new feats.
