[Glorantha] Assosiate cult magic, and learing common magic

What is the latest on learning feats from assosiate cults? It was a big feature in the RQ Glorantha. Orlanthi could learn some healing from Chalana Arroy, Issaries traders could gain knowledge magic from Lankhor Mhy, and so on. How does this work these days?

Does one learn a single feat as a stand-alone ability and get a 10% time/wealth tithing requirement towards the assosiate divinity or what?

And while we are on the subject of learning magic. I assume common magic isn't quite as challenging to learn as feats (or getting spirits or spells for that matter)? Even if the common magic ability takes the form of a feat, I assume one doesn't need a heroquest to learn it, since the magic comes from the mundane world (or rather, if a feat, from within the character).

So what does a character do to learn the hammering song, the sheep-shearing trick or the blood stopping charm?
