Certainly they are separate, there is plenty of evil in Glorantha which has nothing to do with Chaos.

Chaos is inimical with more than humanity, it threatens everything. Animal, plant, god, spirit, essence, soul. Maybe it doesn't threaten the dragons but more likely it does.

*Some* Lunars believe this. Some believe it can be used if you are careful while others will have nothing to do with it at all.
