Rereading the HQ rulebook, we find on page 120 the description of subcults. There it says that an initiate or devotee of the same religion can learn the subcult's magic without joining (although they must be eligible). The narrator is free to let them learn the affinity or feat as stand alone magical powers.

So it seems to me that if you like the associate cult idea then that's the way to do it. You are eligible by way of the associate cult aspect of your religion. You perform appropriate service and/or study, and learn the feat as stand alone magic.

In other words, the idea Nic Hughes proposed works for me.

I think it does. I'd say it certainly does for that very interesting character.
