Correct. This is part of the Guild strucure, which is its own band-type organization with a wyter, etc.

Actually, they would have to take on apprenticeship. Merely working there as a laborer wouldn't matter.

The apprenticeship would be formal, with some kind of severing with old ties required.

The component I referred to was the citizinship, which would have its wyter, etc.

Here's an excerpt froma document Jeff R and I are working on:
Esrolian Cities
?Queen? is the title of the ruler of an Esrolian city. The Queen deals with
judgments, outsiders, and obtaining divine blessing for the city and its
inhabitants. The city Queen is not an absolute ruler of her city (unlike the
Grandmother of her family), but presides over the council of the city. As is
the Esrolian way, the city council reaches decision by consensus.
Nonetheless,
the Queen of a city is a powerful prize for any powerful Esrolian clan and the
struggles over the queenship of the more important cities can be intense.

The power they gain is superficial. The Hendriki clans remain much the same, espcially in the north which has a traditon of rebellion and independence. The Esvulari are appointed officers who oversee the province as governors, but do not become kings.

Except being a council, they ae dissimiliar.

Anhyone can sacrifice tothe wyter and help it out, but the critical facor is bonding to it with oaths and spiritual contact.
