IMO, this is largely Orlanthi propaganda. I mean,
there is no such a thing as a true official Lunar
chaotic unit.
Apart from the Crimson Bat, of course.
Sure, there may be Lunar herobands or individuals who
hire chaotics now or then; or desperate mad generals
who seldom employ chaotics as last resource troops
(largely as the Praxians did at Moonbroth: by driving
them against their enemies like crazed herds), but the
Lunar Provincial Army doesn't actually include obvious
chaotics in 1621.
Why? Because they are unreliable and dangerous and then costly, much more than 'normal' magical trained troops. *And* because the fact would deter Lunar allies and ultimately reinforce the Rebellion.
After all, in Orlanth in Dead during the Fimbulwinter, no Lunar chaotic troops are listed as assailants of the traditional heortling. There are shock troops, leopard mandate, winter special units, but not real monsters.
