Throughout Runequest and into Heroquest the need for spell foci/charms/talismans/whatever has been in the system, it looks like Mongoose have decided to make that a larger part of the game and use it to create story hooks - and as you suggest tie it in with the name of the game. I don't know to what extent these physical foci are a part of Greg's Gloranthan vision but they seem to have made it into all the paper RPG incarnations of the world in some form, this just looks like a new and slightly different form.
