Probably left open for GMs to use as suits their game. Duke Raus isn't the only exile from that particular incident and there'll be plenty of other incidents which cause people to be exiled.

Depends on the individuals concerned, some will flee back to the Empire, some will stay and make a deal with Agrath while others will be forceably removed. I don't think Argrath is going to bother purging Lunars from the surrounding countryside, just remove the leadership in the city itself.
Remember the most important thing is that the lands produce crops to feed the city. Who actually runs them isn't so important as long as they aren't actively opposing Argrath. Of course is someone displaced by the Lunars turns up they may insist on evicting the grantee. However I don't know of anything which states that the land was previously occupied and even if it was the previous owners could be dead or insufficently influential to be taken notice of.
