Hmmm, I think you are confusing a rule that does not give the effect you want, with one that is poorly thought out. IMO HQ is trying to emulate mythic stories like The Tain or the Iliad much more than modern fiction. The heroes there who possess divine parentage, have heroic abilities from birth, and their childhood feats are often part of their cycle. So abilities of the 10W3 order are reasonable within that context.

Of course any game which allows a PC to have such an ability, also has to appreciate the effect of the player overshadowing any beginning PCs, but literature is full of examples where the sidekicks of the hero, not blessed with their extraordinary abilities, still have interesting (perhaps more interesting) stories. I don't think I would have too many issues running that kind of game, if all the players were happy with the idea.

Now the tropes of many RPGs, equally balanced starting characters who progress up the ladder of advancement, are in conflict with this. I suspect they often come from the principle of 'party play' and the desire to prevent one person overshadowing another in co-operative problem resolving. If you want divine parentage to behave within that context you will have to lower its numbers to starting level and make it a broad ability or the like, so I think your solution for what you want is a good one.

But let's try and judge HQ for what it is.
