There's the problem.

True dragons don't walk the surface of Glorantha much more often than Greater Gods. Players below the Hero level wouldn't interact directly with a True Dragon unless you're about to end your game.

I would expect a True Dragon to appear "on camera" during an RPG about as often as Yog Sothoth does in a Call of Cthulhu game.
