To me, the suggestion that post-dawn Orlanth worship comes from Heortland reeks to me of a "all pyramidial structures must have had their origins in Egypt". Orlanth is a far bigger god than just the local Storm God of Dragon Pass. He had brothers worshipped as far afield as Fronela and Genert's Garden in the Storm Age. There's nothing to prevent his worship surviving in places other than Heortland considering his cosmological importance.

  You make a good argument, but I have always wondered why Ralian Orlanth was very similar to the Orlanth we recognise in Dragon Pass. For this reason, if no other, I would accept the 'Out of Heortland' way of worshipping Orlanth. However, the weakness of my point is rationalising the similarity against the cult which is characterised by movement and change as well as wind and storm being relatively unchanged in 1600 yrs. Hmm....
