No. The Aeolians (and the God Forgotten) have been in Kethaela since mythical times. If somebody heroquested, he and his actions would have been remembered (like Josiah and the Book of Law or Monrogh Lantern for the Dragon Pass Yelmalians). As it is, the list of Bishop-Saints contains no likely suspect (Aravand opposes Arkat, Faraneol opposes the God Learners and so forth).

Old speculation made before the cult of Aeolus was written up. The Aeolians are opposed to Arkat.
