IMO: The Heortlings of Heortland were pretty much indistinguishable from the Sartarites up until the Pharoah's time. Since that time however, many of the Heortlings - and most of their leaders - have adopted western ways. The westernized Heortlings would have a dim view of the backward Heortling peasants but the Aeolians would feel a religious obligation to lift them out from error.
