Hmmm, I think that they in fact distinguished God as the Creator and single God of the whole world, and God the Lord God of Israel, the distinction being that they are the Chosen People, and others are not, so that they have an extra relationship with him, ie the tribal bits.
There are some subtle shades of meanings of the words "Lord" and "God" in the Old Testament, according to which Aspect if you like of God is referred to, further confused by the fact that "Lord" is sometimes used to refer to the Master(s) of an enslaved people, in Books written during the time of exile...
But really, he was never considered as just one tribal god amongst many, at least not in any of the Scripture...
