I think it's pretty clear heroquesting is both. I doubt anyone would argue that the hq isn't a spiritual interaction, but equally there are many examples (arkat, harmast, godlearners, lunars, kallyr, etc.) of people using that spirituality for their own ends. The extent to which selfish intent implies later horrible fate is left as an exercise for the reader...
