The trouble is that nobody can lift up the block and break it up so sending an army to seize control from the Storm Bullies is probably a unprofitable idea. As for income generated from the collection of little bits and pieces of the block, that probably is wiped out by the huge amount of funds needed to keep an army garrisoning the block to make sure the Praxians don't try to take it back.
However there are always some gloranthans who embark on mad-cap schemes of surefire riches and the Lunar Empire has plenty of them. So why hasn't a foolish lunar attempted to seize the block? My guess is that all available resources are being tied up in Holy Country adventures as well as the New Lunar Temple. SorEel, for example, is so starved of resources that he can't even plunder a Cradle that's sailing right outside his base of operations. Once the Holy Country is thoroughly subjugated and the Temple built then the Lunars would be turning their eyes to the Block. But as of 1621, it's way down on their list of things to do.
