A clan champion is the best warrior out of about 400 adults.
The Red Emperor can choose the best seven warriors out of a population
of about 5,000,000 adults. That's four orders of magnitude higher...
I'd pitch their average skill at at least 10w3, and suggest that the
Red Emperor isn't (only) guarded by mortal soldiers selected from the
ranks of the Red Army, but by various immortals, spirits, Lunar
daemons etc bound to his service over the centuries.
Unless, as an interesting twist, you want to argue that the position
of Emperor's bodyguard has become a political or even hereditary one,
and the people filling the role are well-born but otherwise
incompetent... Or, in the case of the current Mask, that they've been
chosen for their prettiness and stamina rather than their fighting
ability.
Alternatively, it's possible that the Emperor has one set of
bodyguards when acting as Emperor of Dara Happa, a completely
different group in his role as Shah of Carrmania, and so on...
For what it's worth, in Dragon Pass the counter representing the Red
Emperor (and entourage) has a combat strength of 4 and magic strength
of 10 - while a regiment of 1,000 Tarshite fyrdmen has a combat and
magical strength of 3 each.
