Personally, I've always found role-playing at that level more satisfying than "We shatter mountain ranges" heroes. But that's a personal taste thing. I agree MD needs to support the option to move beyond this level.

The Sky Boat scenario seems to be the only thing published that begins to scratch this level of play. And apparently I didn't mind it's scripted nature as much as others seem to have (it was cited as one of the reasons for not proceeding with Dragonrise as presently written).

Unfortunately, the only place in the US that carries the unfinished works regularly, Warehouse 23, has been out of Arcane Lore for months. Their website still says "On Order."

I'd venture that until the Great Argrath Campaign sees print, you're going to be left to your own devices on this.
