10w3 is Heroic. I'm sure the Empire has more pressing needs for it's heroes than sitting around guarding another major Hero (the emperor). By all accounts there aren't loads of 10w3 people around. They are all heroes, with stories of their own.

:10W2-10W4 seems a reasonable range. Bear in mind that Arcane Lore has a
:wider ability range than the standard Hero Wars/HeroQuest ranges, so
:mortals can have higher abilities than before.

10w4 is superheroic. That's just nuts. Admittedly I don't have Arcane Lore yet, but I'm pretty disappointed if HQ has slipped into a power inflation already.
