Well leaders with a best ability around 1W3 tend to have named followers of at least 5W2 so if Argrath has a best ability in the range 10W3 to 9W4 as HQ suggests his closest followers are going to be in the high W2 - low W3 range. I would therefore expect the Red Emperor's close followers to be at least that good.
