I thought that might have been a simplification. The Heortlings were the only culture to have been lovingly detailed in two HW books of their own, and those refinements made it into HQ book.

And hard to believe. In the real world, it seems only professional fighters had swords, because they are expensive and useful only for fighting. Daggers, spears, bows, javelins and wrestling seem more plausible for the general population, but not for the sub set of the population that becomes player characters.
