Since the Emperor is in party mode, decisions get made by others. Since the Essence of the plot is apparently to convert Orlanth while he is dead, the consequences of the deaths is probably considered to be a win/win situation. If the dead people were good Orlanthi, their will be converted to the Lunar Way when Orlanth converts. If they convert to the Lunar Way to survive the winter, that's also a win.

  Sure thedecision was made by others. But OiD paints the damage done by the fimbulwinter to be catastrophic, which it clearly can't have been, can it?    

  We are talking about folk here who have next to no magic in the equivalent of an arctic winter (-40) during the day, or so I havce heard it rumoured elsewhere.
