Since the Emperor is in party mode, decisions get made by others. Since the Essence of the plot is apparently to convert Orlanth while he is dead, the consequences of the deaths is probably considered to be a win/win situation. If the dead people were good Orlanthi, their will be converted to the Lunar Way when Orlanth converts. If they convert to the Lunar Way to survive the winter, that's also a win.
