Exactly. It may seem really bad to the participants, but any clan that has made some preparations against famine should survive it relatively easily. If they haven't stored food and don't have plentiful fuel available then they might struggle a bit, but certainly not as much as in ages past. The elderly, very young or infirm are the likeliest casualties, as usual, the rest of the people should be OK.
Clearly, it is not catastrophic. Had it not been fixed, it might have been. The Lunars experience something similar later on when Argrath beats up the Kalikos Hero and sets a long winter on the Pentians in the Lunar Empire, to trap Sheng Seleris.
