I have always suspected that mercenaries form a larger part of the Sartar's professional foces than has been suggested so far. At a simple level I would expect tribal kings and princes of Sartar to attract men to the service by being renowned 'ring-givers' more than by imposing a strict levy on the clans. Some of those might come from far afield - Pavis, Esrolia, Ditali and Solanthi lands. They might not even be Heortlings. For a king or Prince of Sartar, having such foriegners in your employ marks you out as a man of renown, who can attract people from afar to your service. Look at Morden Defends the Camp - the king there is attended by warriors from far afield. Real-world adventurers of the dark ages like Egil took service with kings around Europe fighting in a range of local conflicts and wars - I am sure Gloranthan adventurers will too. I suspect that the Tarsh Exiles have long provided mercenaries to kings and princes in the region for example.
I am sure that the Orlanthi will develop equivalents of the Jomsvikings in the troubled period of the Hero Wars as mercenaries band together to offer their services to kings.
