[Glorantha] Buserian the Storm God ?

Hello all,

I have seen Mongoose's Cults of Glorantha Book 1 Preview (http://www.mongoosepublishing.com/pdf/rqcults.pdf) and find that Buserian has rune of "Air", Law, Truth.

Does it meen Godlearners see Buserian as Storm God, or varieation of Lhankor Mhy, or simply an error (take Light rune for Air) ?
