The Third Eye Blue are related to some extent to the ancient Blue People who ruled Pelanda and Janube. Although the earliest information states they arrived in Peloria with the Carmanians, there are three-eyed magical smiths who aided Daxdarius in mythic times.

The Fronelan 3EBs are nomadic but they claim to have ruled all Fronela and they have some sort of settlement in the hills of Porent. So I say that the Kitor temple was established by Fronelan 3EBs and the temple there has some special metalworking techniques that makes its products superior to the native 3EB temples.

Since Kitor is in the Brass Mountains there would be brass mines. Dwarven slaves would be appropriate for dwarves were foes of the 3EBs.
