Your idea would still work. It's just that we are only given a single snapshot of the world in 908 ST with very little indication about what has taken place in the last two centuries.

My opinion is as follows. In the Dawn Age, Teshnos/Verenela was a much more dynamic region. But during the Imperial Age, they made an alliance with Errinoru which turned out badly for them - the jungle overran half of Teshnos while the western half was afflicted with a dreary slumber. It was this dire strait that allowed the God Learners seize control over Teshnos without too much trouble.

I think the Sankusans were exterminated rather than co-opted. The sidebar on p59 states the Sankusans feel the Pentans are the most deserving of their weapons while the Pentans have sworn their anihilation.
