I don't think the Eastern Sea Empire ever had any major interests outside the East Isles. Trade, yes, but I don't think they involved themselves in Teshnos.

Absolutely, Mokatan traders would be there, competing with the Jrusteli.

I don't think so. I think rather that the Jrusteli somehow managed to (temporarily) suppress the monster incursions of interior Haragala and thus became genuinely popular. This cleared the path for their more sinister activities, like creating the cult of Invisible Vith. I think that scheme was later seen by the Haragalans as a return of Avanapdur and the cause of their rising against the Jrusteli.
