I read your thoughts with interest and briefly I had similar concerns myself - but then I recalled that ILH2 covers the Lunar religion in the Imperial Heartland, rather than as it is known in the Provinces and Dragon Pass. Hence the relative lack of emphasis on the Provincial religion of the Seven mothers etc I suspect. I have not had time to think it through, but I'm sure that explains it...
