Not true - HB gives full character sheets including lists of feats for YT, D, and IO - which gives you all the info you would get in a full theist keyword if you are willing to do a little reverse engineering.
It is also worth noting that the sample YT, IO and Deezolan are all identified as Dara Happans - so describing the theist versions as barbarian provincial subcults won't do.
HQ also gives YT as the sample warrior cult for Tarsh and lists the three affinities.
ILH1 gives Deezola as the sample healer cult, IO as the sample Scholar cult and YT as the sample Foot Soldier cult for the Lunar Provinces and lists them with three affinities each.
Even ILH2 describes YT as having Soldier and Combat affinities on page 30 and the Eyzaal write-up on page 67 says Eyzaal 'befriended Makabaeus and other socrcerers finding that their beliefs made more sense to him than the theism of Irippi Ontor'.
(and Eyzaal is from Elz Ast so this is a direct statement that IO's culty in the heartlands is or was theistic)
So ILH2 contradicts not only HQ, HB and ILH1 but itself.
You can handwave it all away as down to the wonderful multivariousness of
the Lunar Way (in fact what other choice do we have?) but to me it looks
rather like a last minute change added without thinking through all of the
implications.
