The explanation of preceptors on pages 29 & 30 seems to cover all this pretty well. In the case of Yanafal Tarnils at least one officer in each unit will be a preceptor who leads worship, replenishes talismans and makes charms. In fact in units which are not following the Lunar tradition Lunars I imagine that a YT preceptor is routinely attached to keep an eye on and advise the officers.
