I don't think so, rather the reverse of. I don't fiddle with the world. If I wan't to run a game where an important part is player heroes facing an imperial field college, I cast the game appropriately. The field college, and other denizens of Glorantha, are what they are. If, through stupidity or bad luck, average clansman heroes come under fire from a field college, they will not face a force that has been downgraded to fit the challenge to their abilities. That is not how the world works.
