[Glorantha] ILH2 - Irippi Ontor

Irippi Ontor has both a formulary and a grimoire, but there is no accompanying remark to indicate that the formulary is for novitiates or the grimoire is for ordinates, Does this mean that Irippi Ontor provides a formulary *and* a grimoire to his worshippers simultaneously? And, if so, isn't that a bit odd ("I need to go get *these* talismans recharged, but *those* ones I can use all I want"?).
