Sure but we aren't talking about a god of a particular aspect of life which is considered socially damaging. We are talking about a society that recognises Orlanth as King of the Gods and at the same time treats him as a dangerous maverick who's followers should be watched or even outlawed. Furthermore the power, authority and responsibilty of rulership is taken, not by his wife, but his mother-in-law. I can see Ty Kora Tek doing such a thing but it's no wonder the Grandmothers are worried. There's a heck of a lot of mythology both Orlanthi and Ernaldan which takes back that power.
