The "Generations of the Earth Tribe" in ST pg.201 shows Vinga, Nandan, Babeester Gor and Voria as the daughters of Ernalda. That's why I suggested that it's a cultural attitude which defines women as members of the Earth tribe and men members of the Storm Tribe when their parentage suggests membership of both.

With the inclusion of Nandan but not Barntar we could go further and say that full membership of the Storm Tribe among the Heortlings is based on acceptance as a man by their father. Nandan is not accepted (probably a myth of rejection by Orlanth here) and Vinga is only accepted after a struggle. So before Vinga is accepted by Orlanth as a man she's a member of the Earth Tribe, afterwards a member of the Storm Tribe.
