Kinda, yes, except it happened midway through the life of the universe, instead of creating the universe. And everything was sweetness and light* before it, and worse after it.

*For various cultural norms of Sweetness and/or Light, of course. To the Theyalans, the period immediately prior to the Greater Darkness was fine for the Children of the Storm, but sucked for the Heavenly Host...
