Given the amount of work involved in carving jade nothing is going to be affordable at the bottom levels. The Chinese jade suits are items of extreme extravagance for the richest empire of its time. Comparable to the evening dress made out of diamonds worn by some Hollywood Actress for a special do.

Now you can posit EWF magic which creates or carves a jade like material but even then I doubt that anything more than an amulet is part of the lower level rituals.

Another thing to remember about the EWF is that whatever they tried to do didn't work. They thought they were learning to become dragons but they were wrong and so the dragons destroyed them. Unless it was because they were getting too close to being dragons and the dragons didn't want the competition.
