The Hydra isn't draconic but rather Pamaltelan.

There might be a dragon sleeping under the Vustrian Hills.

As I said before since Knights fight Dragons, there must be dragons in the west. There is a reference in RQ3 book 5 to dragonewts in Seshnela but since the Genertela Book has no mention of it, it might be a thinko. The Waertagi fought sea dragons for their city ships

Fronela has a history of being a home for giants and since giants hate dragons, I doubt there are very many dragons there.

No - the Ralians are barbarians. They lack an Inhuman King and so their spiritual evolution is flawed.
