Mongoose was writing for the Second Age. It's possible that the Ralian newts had an inhuman king in the days of the EWF, lost it at the end of that age and have sunk to barbarity in modern times.

He is the one and only ruler in Dragon Pass. Other dragonewt colonies, Ryzel, Teleos and Fanzai have their own rulers who are different in character.
