Just aesthetics I guess. It feels wrong for me that a scout dragonewt (and the rest) are already creating new potential dragons. Like insect eggs and larva mating to produce more eggs.

I like the 'newts as prematurely born dragons, who have to go through a difficult process to properly hatch (into dragonhood). I'm pretty sure something like that is written in the old books too...
