Given that the source was Sandy, it ranks higher than mere theory I think.

I've never been convinced at all of the theory the EWF was one big scam and the sources that claim that it did seem to be confused on what a pyramid scheme is. Pyramid schemes are bad because they are unsustainable. The plan of the EWF however was not unsustainable but had a payoff in the rising of the Cosmic Dragon but the empire was destroyed before that eventuated.

Moreover for the inhuman king to be a con artist would require him to have tangible human motivations which seems quite odd for an inscrutable dragonewt to have.
